One problem is that the AVSDRV.SYS included in DOS 6.20 doesn't initialize properly on later PC98 models. Policenauts needs AVSDRV.SYS for playing back all the PCM voice samples, and will not start without it.
There are two separate drivers: AVSDRV.SYS and AVGDRV.SYS
That Policenauts error message is a typo.
